This error message means the CMS module cannot find the cm/cm_config.inc.php file. That file is created after configuring ther CMS module (in the page cm/setup.php, not the setup.php of Phprojekt). In the setup page (cm/setup.php), you select "1.- Create config file.", then set the config options, then choose the "Create config file" button. After that the page should read: "Config file created". If it reads "Configuration file cannot be created" then it means you don't have writing permissions in the CMS directory. Maybe you forgot to execute the config routine of the CMS module or maybe you missed the error message (about the creation of the config file).
