It means the OSCPMWin application was not able to find the oscpm1_upload.php script in the server.
Please check that you installed the oscpm1_upload.php script in the server (in the same directory that the OSCommerce pages).
If the script is there, double-check the URL set in the Configuration window of the OSCPMWin application (don't forget to include the "http://" text).
If you are sure the script is there and the URL is Ok, copy the URL and try to open it in a web browser. You should see something like this:
