Hi. If the error message says "config.inc.php" then it means you have not created the configuration file of Phprojekt. You need to have Phprojekt up and running before configuring the CMS module. If the error message says "cm_config.inc.php" then it means the config of the CMS has not been created.
You are right, if this is the first time you run cm/setup, then there is no config file. There is a bug in the CMS module (some versions) that when you try to execute the cm/setup.php script, if you are not already logged in Phprojekt, the login page is shown, but the next page is an empty page with the "panic" error message. The solution is to login in Phprojekt as root and then open the cm/setup.php script.
