Hi. If the error message says "config.inc.php" then it means you have not created the configuration file of Phprojekt. You need to have Phprojekt up and running before configuring the CMS module.
First complete the installation of Phprojekt, running the setup.php (of Phprojekt) so the config.inc.php file is created.
After Phprojekt is working, then start the setup of the CMS module. Please check the directions in the readme.txt file (for the CMS module) or in the page
http://www.mariovaldez.net/software/cm_4p/install1.php.

First install and configure Phprojekt, then install and configure the CMS module, and then you'll need to edit a couple of files of Phprojekt to integrate the CMS module. But that's after installing and configuring, not before.
